I don't know. It sounds too good to be true, but the seller has a good reputation and he offers a money-back guarantee. I'd say buy it and see if it works. If not, request a refund. I mean, it's not very expensive. So, the risk is worth the possible payoff.

It might work on the principle of throughly mixing air with the fuel. This is supposed to achieve more efficient fuel burns.
